This document, which is self-explanatory, was finalised by the Advisory Board in its last year. The process included a public consultation running from January to March 2008, which is the subject of a separate report. Though the Criteria were developed through the working experience of the Advisory Board, they and their associated working documents ought to be reviewed in the light of, say, three years operational use.
