3 Some Perceived Barriers to Public Participation
The request to report perceived barriers inevitably invited a negative tone in the responses. The ‘barriers’ noted below are those noted by respondents and some apply to particular local circumstances. Most were balanced by positive comments.
Grouping the range of responses received under headings is an imprecise affair, and there are inevitable overlaps between categories; nevertheless the comments received have to some extent clustered naturally.
